Killed by a cop

Radley Balko at The Agitator posts a link to a killing by a cop of a teenager after the teen and his friends apparently left without paying their bill.

I'm not sure exactly how this happens as police ROE would generally rule out the use of lethal force when apprehending those accused of misdemenors (even its use for felony captures is limited).
